Wizard, there's a rumor out that the IRL is hooking up with short tracks like 16th Street,Angell Park and a few others to say the IRL starts here like a farm league. Can you confirm? ?

Indeed the IRL has come on board as a sponsor of Perris Auto Speedway in CA. There are IRL billboards on the track.

In answer to your question. The United States Auto Club, as great as it is and as others look upon them as, "The best SANCTIONING BODY in the world." They cannot supply the drivers and the potential car owners for the IRL. Many of the "FEEDER GROUPS" have car owners and drivers that could go to the IRL but do not want to spend the "Neighborhood sponsorship" to run USAC and depleat their potential of getting in the IRL. The IRL now sees that there are other roads to INDY and is trying to draw from those other wells. It's a GREAT idea and it will work if they persue it aggressively.
